The ceilings are about 13' at their highest; the cement beams run a touch over a foot lower. The pipes hang probably 12-20" lower, depending on type. Sprinklers are intermingled. There are tenants above this room, as well as to at least one side. Remaining wall space is to the outdoors or a hallway/breaker room. This is ground floor, concrete slab.
I've had bad experiences with pipes resonating and ringing in other spaces I've worked in, and unsure if there's a way to make this space work. I need to get decent enough isolation to not annoy upstairs neighbors and make it workable for myself, and keep the ceilings high enough to not be creating a compromised acoustic scenario/claustrophobic feel. We don't have big money budget.
How are pipe situations like this usually handled - a solution, or walk away?

Here for the gear

Im not sure if you're asking about banging pipes or sound reflections from exposed pipes if your space is not further treated. If the former: I actually just moved from an apartment where I initially planned to set up my home studio. The main reason was banging pipes from steam heat. A few things I found from research:
- the banging, or water hammer, can vary greatly in severity depending on the building. In my case it absolutely killed the project.
- water hammer can be fixed with support from a good plumber. In my case I was renting and was not positioned to implement any of the suggested fixes

I think getting the steam heat switched to another method as described in your post will be key to your project. If severe I think the low frequency bangs will cut through all but the most powerful isolation.
