Will wall ties couple inner wall to outer wall? (room within a room question)

I'm helping a friend. Room within a room construction. Classic design.

Existent wall is 14cm of concrete. We will fix first steel stud to handle 48mm of mineral wool.
Then an Air gap (to be determined but it will be around 4 cm MAX!).
Then inner-walls will be on the floating wall.

Suspended ceiling with springs-type system and obviously won't touch the outer-wall.

So far so good.

John Brandt and Rod Gervais recommend to joint the gypsum boards like this when inner-walls and ceiling 'meet' :

So, that means the inner-walls have to be attached somehow to something rigid (other than floating floor), ie outer-wall (?)...so here are 'wall ties' / wall bracket, am I right?

How to predict the coupling effect from that connection? Should we neglect it?

A 100-50-100 mm double wall with a mass of 175/kgm^2 per leaf, totally decoupled, gap filled with mineral wool, does:
Hz - dB
125 - 56
250 - 54
500 - 62
1000 - 87
2000 - 99

With ties (20 - 40 per 10 m)
Hz - dB
125 - 50
250 - 52
500 - 60
1000 - 79
2000 - 93

Maybe use something like this:

I'm confused, you don't recommend a double stud wall?

Space and load constraint are big but the STC/TL required is not high. Max depth he can 'lost' is 30cm (15cm/wall/floor/ceiling).
