So where there is air sound travels but if i place mlv vinyl around a room in a "patchy" way, like a big cut here a big cut there and a big cut there (there/here = head level standing up and sitting and in the back of a bass trap | a big cut = 48" x 24") does that help sound proof a room / deaden sound from traveling in and out or will nothing happen? Or does a whole wall have to be wrapped to help?

Also does cork have any simmilar deadening traits like vinyl or is it just like fuzz n foam n absorbs n goes out?

oh and the vinyl would have foam stacked on top of it if that makes any difference.

No, sorry. Isolation doesnt work like that. It takes mass and airtight cavities to acheive good results. MLV being used as mass is nt a good idea. Regular fire rated drywall is the best bang for the buck. If you just try to add mass to an existing wall you will be subject to the mass law. Basically, every time you double the walls mass you only gain a 6db reduction in sound transmission. Also, stay away from foam too. Its one one tbe most expensive things you can buy for room treatment on a cost vs performance basis. Cheap fluffy fiberglass is tge best bang for the buck.

If rebuilding the walls or adding layers upon layers of drywall is out of the question, you could improve isolation in a pinch by addressing the weak points of your room. Seal gaps around windows and doors, install heavier doors/windows, and baffle your hvac vents. Like Jason mentioned above, mass and an air tight seal are critical for isolation.
