Certainly lots of wonderful songs have been written from the melody downward, from Cole Porter to loads of classic Beatles songs, but plenty of rock songs have been written from the middle out or the bottom up.

You can find demos of songs by the Rolling Stones and Led Zeppelin that began with bitchin' riffs or chord changes, and then the melody and lyrics are plastered on top.

Peter Gabriel's "Intruder," which introduced the world to the gated snare drum sound that Phil Collins would build a career around, began with Collins drumming away in the studio, and the rest of the track built from the bottom up. Collins' own "In the Air Tonight" began that way (starting off with a Roland CR-78 drum machine pattern) and likely "I Don't Care Any More," with its lead drum sound as well.
