Making Vocals Sound Like they're Under Water

Today I had a singer ask me to make his vocals sound as if he is under water. I've never had this request before and I'm not sure how to do it.

I'm pretty sure they're is a way to do it, I've heard it before on other records.

Any advice would be appreciated.

Stick him in your bathtub and mic the surface. If that doesn't work, toss a toaster in there. Either way, problem solved.

I have achieved this type of an effect using the symphonic #15 preset with an SPX90. The symphonic is a chorusy kind of underwater sound.
I know that the SPX90 is an older out of date unit, but for certain special effects like this it would work great.

You can use Logic's obscure effect " SPECTRAL GATE " for this - If you have logic of course, that is ... some nice delays after that and there ya go " Das U-boat " too the max

any bad 'noise reduction' software can do this.
