Royalties for pure Korg/Yamaha/Roland ROM-Samples?

Hey guys,

I wonder if someone who sells sample-CD's or sample-libraries has to pay royalties if he offers pure initialised ROM-samples in his library from any Roland JD/JV, Yamaha Motif or any other ROM-sample based keyboard workstation.

I mean there are tons of TR-909 sample-libraries containing those cymbal and hi-hat samples. Did all these people pay for royalties?

Does it make a difference if a ROM-sample based synth is old or new?

Do I get all the rights by purchasing the synth?

Sample "royalties" are for sampling music snippets (ala hip hop) ...not hit hit or tone based sampling tech. Use at will. You can just borrow the thing. No restrictions.
