PCI/Express plug-ins vs regular

I don't want to start a hardware vs plug-ins debate, or even a free (default, comes with Logic/Protools) vs paid for plug-ins debate, but rather:

Is there value in plug in sets that require an Express card/PCI card? Do they actually make better sounds than other plug-in sets? Focsurite Forte Suite vs UAD2-solo for example.

Obviously the card takes up some slack from the processor, so you can run more of them, faster, but do they really compress/eq/whatever better than the stand alone plug ins or are they just a way of regulating/making sure they get your money, you know, like ProTools before it went native...
