Delays FX On "Rock On" by David Essex

Anyone in these parts know how the unique delays on the song "Rock On" by David Essex were achieved? Here is a video of the track on YouTube for listening convenience:

I can't tell if the effects are on individual tracks- i.e., the bass, vocal, etc.- or on the entire track...I read online in the only analysis I could find just a general comment, to the effect that the entire track was split and panned left and right and then delayed, and if that is so, how would that have been done? (Keep in mind this was 1973 or so.)

Clearly some elements in the arrangement are panned center and not delayed, which creates beautiful contrast...any insights would be most welcome.

Slap delay probably with 2 tape machines.
