releasing a cover song

I have a few questions about using a cover song on a commercial release. How do you do that legally? Papers to fill out? need to get permissions from the artist? Pay royalties etc.... Who, how, and how much?

Any body with knowledge how this affects a canadian would be helpful too.

one way to do it is to find out who the publisher is on the bmi or ascap sites' directories. then contact them and try to negotiate a license.

in the absence of a license containing a royalty lower than the statutory rate, you will be required to pay statutory rates, which can be significant if you're not talking about selling a lot of volume. for instance, if you're doing a limited release 12" single, you might be able to negotiate a small lump-sum payment.
