Are the Ampex 300 tape machines 15ips?

What speed are they? Do they vary? How can you tell?

Possibly interested in getting one.

I had a couple way back and both were 7 1/2 and 15 IPS. BUT....Ampex made machines with all kinds of speeds for different applications so there is no guarantee. Run the machine and see what speed pairs it has.....also many old Ampexes have been hacked up and had any number of different components put in, including motors, so look closely and check the machine thoroughly.
Another thing is 300s were not direct drive transports (at least the ones I had). They used a motor that drove a large rubber flywheel on the capstan and with age these get out of round and hard....just one of the many quirky "features" of a very old technology.
