Looking for a 16-24 Channel Mixer for an Educational Setting

I need a 16 to 24 channel analogue recording console for an educational setting.

We currently have a 32 Channel Soundcraft Series Two which is pretty bad.

I'd love to get something that will last (is well built) and has standard routing and topology. I am teaching students who do want to track a band live and so 16 channels is surely a minimum. Have some outboard compression and few nice channels of mic pres, so I would like the board to have inserts and line inputs.

I was thinking of the Toft ATB but reading around here I see it may not be built so solid.

The budget should stay under 7K. And, it has to be new equipment--as stipulated by the grant the money is coming from.
