Here for the gear

Well, it's about two things - 1, how it feels - does the phrase sit well with the tempo. Are you looking for a down beat to begin each phrase? Say you have the metronome set at 60 BPM, 4/4 (4 beats per measure) and the phrases you are speaking start at 1 and end at 2 in the next measure. That's 6 beats per phrase. Changing the BPM would not help in getting the correct feel, changing the time signature to 6/4 would put the downbeat (beat 1) at the start of each phrase. Or, are you just looking to have a beat reference to keep your speech at an even timing? Then set the metronome up with the same sound on the fist and following beats and set the level to be the same. Then the time signature does not matter and you are just working with the tempo.
And B, which may not apply - writing it out as a musical score.
