Phatmatik Pro does look pretty cool, but Recycle also works fine.

Waaay back I also used Beatcreator, which I think is usable as a VSTi? Been awhile.

well phatmatik chops as a plugin in your DAW of choice. If you are chopping to import into an external drum machine, recycle is cool.

Sound Forge, then recycle. I create regions in sound forge throughout the audio file for the loops that I want, none of them are perfect, i purposely set the markers for one or two beats before and after the segment. After I export all of the regions I need (as wav) i open them up in recycle then analyze and adjust the attack points and move or create more slices as needed.
The rex files can be used in most samplers and DAWs natively. Cubase Nuendo and Pro tools allow you to move the slices to recreate the loops. Reasons nnxt and rex player allow you to do some pretty amazing things.

Lastly you can use recycle and export individual wav slices and turn them into mpc programs (.akp) with aksys (for the mpc 4000) or mpc editor (.pgm files) (mpc2000xl.com) made by Mike at midicase.com for the mpc 2000 and mpc 3000.

Yep. I'm diggin' it except yesterday it stopped responding to midi on my MacBook Pro. Works like a charm on my G5 tower ... it's supposed to be UB compliant so i'm not sure what the issue is at this point. I do dig chopping and flipping on the mpc still tho. Feels a bit more organic which opens up the creative processs. Just my .02.
