Can I lower my noise floor with a power conditioner under $400?
 
Do I need to spend more than this to get a conditioner that will make a difference as far as noise goes? If so how much more?

any suggestions for a power conditioner in the $400 dollar range?

Monster power makes a model for $300.

Why do you think your noise problems are due to a problem with AC power? Noise is usually a function of gain staging, using a low-output microphone too far from a soft source, and so forth.
