How do I route stereo, 5.1 and 7.1 in 3rd order Ambisonics and preserve the original
 
Route a stereo track into a 5.1 bus, Nuendo “knows” the stereo routing (front L and R) and the audio will pass through with no alterations.
Do the same with 5.1 to 7.1.

Route any of those to a 3rd order ambisonics bus and you get... nothing of the sort.

How can we route a 2.0, 5.1 or 7.1 directly into a 3rd order bus and retain the original mix imaging?

That should be fairly easy.
You'll need an ambisonic panner plugin to put each channel to its coordinates, and it would be horizontal only.
Maybe have a look at the SPARTA plugs range.
