Remaking a Sound from Old SpongeBob

Well there's the accordion music in the background and the mouth noises, but I think you're talking about the sliding kind of sound that's layered in there? It sounds to me like a pedal steel or lap steel which was used a lot in old cartoons and sound effects. You could probably make a similar sound using a sample of a guitar with some pitch bend on it.
