When recording - Out of phase mic on a drum

When you put a mic on the top of a drum (Tom) and the bottom of a drum (Tom)....I know you need to flip the phase on the bottom mic/preamp

My question is:
Can you instead flip the phase on the top mic/preamp and leave the bottom mic standard

Sure, and as long as the combination is the preferred fit with the overheads.

Yes, you should judge everything against the overheads. Also, it's not a given top and bottom prefer from flipping polarity on one. Sometimes the phase relationship can be somewhere in between so it won't sound better. In that case you'd be better off repositioning one of the mics so it's either phase coherent or - more likely - really out of phase with the other and then flip it.
