I write for Australian libraries and have never been asked to top and tail with 12 frames of silence on my 30 edits. It's generally assumed the editor will just chop up the track as they please. Most of the time it's not even the 30 edit used on a 30 second commercial!

All custom commercial work has definitely requires the 12 frame lead in/out though. Always fun figuring that out!
