Will a USB2 peripheral slow USB3 down?

If I have a computer with USB 3.0 slots, and I have external USB 3.0 hard drives connected, WILL THE TRANSFER OF THESE DRIVES SPEED BE CRIPPLED TO USB 2.0 speeds if I connect a USB 2.0 peripheral i.e USB 2 sound card?

I'm pretty sure it wont. I used to run a Steinberg Midex midi interface (USB 1.1) into my USB 2 ports, and the other USB 2 devices like hard drives performed normally. So I would assume the same holds true for USB2/3. Thunderbolt on the other hand is only as fast as the slowest device in a chain.
