Swear I heard of a plug called "BasisPan" or something that used a MIDI input as a trigger for auto-panning.

Honestly, I believe the demand for this has been met by pan envelopes in hosts. I can't think of a single one that doesn't do silly shapes at different intervals.

I would think that any stereo tremolo with tempo-sync would also do the trick.

Kjaerhus GMO-1 - can sync to host tempo, even has phase offset control, and choice of wave shapes. Does a lot more too.

PSP Nitro will pan from tempo information, but it will also autopan off of an LFO that's synced to tempo information, and it will also sync to an LFO that's synced to an LFO that's synced to tempo information.

And it does a lot of other stuff too.
