static/distortion with MIDI output in Sonar X1 using Saffire PRO 24

I have been trolling the forums here for a while and have run into my first problem. I am having a problem with my Focusrite Saffire Pro 24 card and Sonar X1. When I set the card to a sample rate of 96khz MIDI output sounds distorted/staticy whereas recording vocals does not. However, setting it to 44 or 48khz MIDI sounds fine. I am using Sonar X1 and the Roland GrooveSynth to test it. Also, when I perform any MIDI actions in PH Reason 3 at 96khz it sounds perfect. I have done the following:
-Tried tweaking all the settings I could find in Sonar to no avail.
-Followed Focusrite's W7 Optimization guide which did not help the problem either.
-Tried was plugging in the power source for the Saffire which did not help either.
-Disabled on-board soundcard in BIOS
-Changed Firewire Driver Latency to every setting and tested
-Changed ASIO Buffer to all settings and tested
-Tried all available drivers for Firewire card and tested after rebooting

PC Specs:
Windows 7 x64 SP1
On-board TI Chipset firewire port
AMD Athlon 64 X2 Dual Core 3800 @ 2.00 GHz
6GB of RAM
Saffire MixControl 2.4
Motherboard: Gigabyte GA-MA78G-DS3H (GIGABYTE - Motherboard - Socket AM2+ - GA-MA78G-DS3H (rev. 2.x))

Any help is greatly appreciated as I have spent endless hours working on this.
