Do you want to collaberate with other musicians?

If so what DAW software are they using...?

Go with option 1.

If things go well you can extend/upgrade that in future with a better PC and RME stuff etc.

Cubase SL Edition, Edirol PCR-1 and Behringer Tube Ultragain Mic 200.
Even if you update your I\O the Edirol has a MIDI controller too, so you may still use it after buying a shiny new RME in the future, its drivers are solid. About the Behringer: you can get pre amps a lot better but nor in this price range, it also functions as Tube Limiter.
The SL Edition Comes with HALion3 bundled, so there you got plenty of sounds to get started and a good sampler, there is an upgrade path to SX too, if you miss some functions, like offline processing for plugins and MIDI controller wrinting data to automation tracks.

When you first posted i assumed you have no sequencer: Steinberg Cubase System|2, I thougth it was a copy of SL and a USB soundcard bundled.

In this case get a YAMAHA i88x and save the rest of the money for a vacation or a UAD project pack.
