Adequate (and silent/very quite) laptop or desktop to replace 10 year old tower

Old desktop works ok, but it's time for an upgrade. It's loud as hell -l'm looking for something I can track with in the room.

I have no idea what is necessary vs. overkill these days. I prefer to spend $ on other things so I'm not looking for "the bomb" machine or anything....- I just want it to work. I'll be recording 16 tracks max simultaneously with moderate plug-in use.

Your suggestions/recommendations/price points appreciated. Windows preferred.

I would get this one, if i was in the market,
