Sound quality of a low-cost DAC vs pricey audio interfaces

Hello everyone,

I want to upgrade my monitoring chain. My current listening setup is a pair of Events (TR5) through an EMU 1616m. Regarding the monitors, I'm torn between the Solo 6 and something from CMS series (but that's another thread). Anyway, although the specs of the EMU are (were?) fair for the price, I'm skeptical whether EMU can "handle" a better monitor such as the Focals. So, the question is:

1) Will a low-cost DAC (like Mytek 96) be clearly (pun intended) better than the EMU's converters?

2) Will this DAC sound also better than any other card in the 1000-1500 Euro price range? (I'm on Windows)

My listening room is not 100% acoustically treated (I've taken care of the 1st reflection points and the corners).
