2009 MBP, C2D 2.53GHz and RME FF802 Latency Too Large?

Hi All,
I been searching around on this but couldn't figure this one out.

Basically Running Ableton 9,
OSX 10.11.2
SSD Drive,
8GB RAM,

RME FF802 over USB.

The problem is I can't seem to get a latency that is stable below 1024. If I go lower in Ableton I am sure to get some glitch. CPU is nowhere near spiking so I suspect something else is up. I am leaning towards the USB being the problem as if I run my Elektron Analog 4 I can only do stereo in and out as it says bandwidth not large enough. This is with each device on a separate port and even testing one at a time.

Baffled on this or how to trouble shoot so any help would be appreciated. I am pretty sure I ran my older machine with lower latency and more tracks before the Core 2 Duo.

Maybe Firewire port is better?
