Saffire Pro 40 issues?

I've seen multiple threads regarding issues with connectivity with this thing, but I'm trying to nip it in the bud. First I had issues with not having a TI chipset, but now I have one and the system connects but it's not working on reaper nor the mixcontrol. It'll load up with the mixing board on the computer for a split second then crash and say nothing is connected. The computer is reading the firewire card, and also it shows that the interface is connected to audio devices but aside from that does not work.

The FW light will not turn on, no sound will pass. There is some slightly fluttering static like sound emanating from the monitors though but that is all, it also flutters pretty heavily when I move my mouse around or click on things. The interface passes through sound just fine when not connected to firewire. I'm using a siig three por firewire 400 card and a cheap chinese amazon firewire 400 cable.

edit: also seems to have the fluttering issue when I have the interface turned off

It could be an issue with the FireWire cable.. I've had the same thing when trying to use a particular cable.
