New versions (instr, singback, etc.) will be charged at 50% as well.

I don't think any professional mastering engineers today are either or. Lots of masters are hybrids, lots are purely ITB, some are almost only OOTB.
Outboard naturally takes longer to recall, which is what you're getting at I suppose, but the analog recall and real-time bounce is only part of the equation:

Not to mention double checking the source file, any RX'ing or editing, and subsequent quality check and upload + comms.
A client telling you that a file is the same except for one small change... We all know that can mean a difference file length, a random dB change to the whole file, a track muted by accident, a glitch somewhere, or it sounding like a completely different mix, usually because they forgot to bypass a plug-in or similar.
