LUFS alone, or LUFS + dBTP?

So here's my question. Let's say I'm targeting -14 LUFS with a -1dBTP headroom that Spotify asks for. When I'm using Pro L2 for limiting there's this handy feature that adjusts gain while you increase the input gain in the limiter. So, after some careful tweaking I might have nailed a -14 LUFS on the integrated meter. Great! However this is where the problem appears. If I now decrease the track by -1 to achieve -1dBTP of headroom, as specified, it will lower my LUFS to say -14.5 or -15 depending on the kind of music.

Should I be limiting with the dBTP in mind, or ignore it and take the LUFS hit because that's just the way it is.
