PA speakers usually have relatively high sensitivity while studio monitors have quite low sensitivity, so for any given output SPL level the PA speaker will require much less input power which also means they will produce much less distortion.
The crossover point dividing where one speaker type becomes favorable to the other is going to depend upon the size and capability of the speakers in question, but for example with an 8" speakers the PA version will do a better job when SPLs surpass 95-100dB as the studio version will be at the top end of it's capability.
Sound quality is a separate issue but like everything you get what you pay for, and like it or not when it comes to PA speakers $500/box is entry level.
