Low level on U87 Condenser Microphones

Low level on U87

I recently bought a vintage U87 on the internet, my first Neumann. I've tried the mic through several pre's. The levels I'm getting off the mic are lower than I was expecting. I'm just barely getting enough when the pre's are up high. The Shure KSM 44 is much louder, as are most of my mics. Only the SM7b has less level.
The previous owner had the mic checked at the factory, which I'm told is now Sennheiser, and they said the mic is fine.
Is this normal?

Something's wrong, an 87 is super hot mic. It ha s pad on the back check it.
