Mercury v76 output problem

Mercury v76 output problem

I just bought a used Mercury v76 mic pre. The signal it is outputting is very low, and it heavily distorts when the gain is raised high up. (Raising the gain this high should give heavy color, but I wouldn't think full on distortion). Any ideas? Bad tube maybe?

Always start with the tubes.
