Blackface Fender Princeton Problem

Hi,
I have a problem with my 67 Blackface Princeton.
It works but is very quiet, like speaking volume. Still breaks up when up to 10.

I have tried replacing the rectifier valve with no effect and 1 6v6 which I think made it very slightly louder (I only have 1 extra 6v6 at the moment)
I am yet to swap out the other valves but could anyone suggest any other reason for this?
