combined track lengths for tape release

to release on tape (casette), do you edit your tracks and pauses so that there is no (mot much) silent space left on the end of each side the tape?

what if you have for instance 12 minutes music for one side of a 15 min (C-30) tape do you just leave the remaining minutes blank?

If it was me, i would record a short track (like a reprise or a coda) to take up those last few minutes of tape.
