With a DAW you could do that, yes.
Something like the Instrument Rack in Ableton will work.

1 way:
-Set the 2 VSTi's up on their own tracks, in Instrument racks.
-Set the MIDI IN to the same channel for both tracks.
- Be sure your controller is transmitting on that MIDI channel.
-Arm input monitoring for both tracks.
-Set the key range up for each Rack the way you want it split.

This would give most individual control over adding effects separately for each VST.
You could also just add them both to the same Rack and set the key range for each. More simple, less control though.

Other DAW software will have a similar solution. Since you're using 2 VST's you must have a host. Which one?
Depending on your keyboard, you may be able to set up key ranges right in the keyboard.
