How Should Shuffle Affect Unquantised Notes And Other Shuffle Questions

I am working on a sequencer and want to know how shuffle/swing should affect notes that lie between the shuffle division. For example, what would happen to 1/16 notes if the pattern has 1/8 note shuffle? I think delaying these notes by half the shuffle amount makes most sense. Would that also apply if a pattern had 1/16 note shuffle and there were notes on the 32th or 64ths?

What should shuffle do in 3/4 time?

What should shuffle do if a pattern has an odd number of steps?

I know these probably don't have fixed answers so I'm just really looking for ideas. Thanks.
