Does EVERYBODY clear ALL of their samples?

I know that in theory all samples should be cleared before you use it any way and put it out onto Beatport or Spotify etc

but...

I've heard so many new tracks where there is some obvious bits of samples from some fairly well-known tracks from back in to day (ok, maybe not well known now, I'm showing my age and thinking about some classics from late 80s early 90s)

There might be a bit of vocal acapella snippet used or little riff/drum loop that's recognisable to me as a blatant sample.

I can't imagine that they've all been cleared (and paid for) legitimately- in this era when there's supposed to be hardly any money being made by releasing music would it be worth it?

So, are these samples going under the radar? If big names/tracks are using samples then of course they'll be getting cleared, but I'm talking about the smaller stuff that doesn't really register on Spotify/Apple Music and lurks around #50 in the Tech House chart on Beatport.

Clearing samples is not as easy as it sounds... sometimes the ones that own the rights to the sampled material never bother to respond. Unless you are a big name it's hard. Also no one is going to bother clearing a kick drum or a snare off some old record. lol
