Because this track is of limited harmonic movement and therefore might end up with a very static monotonous melody - I would avoid a traditional melody that relies on cadence and harmonic tension.

Reflecting the ambient nature of the track I would personally go for a montage of spoken vocal clips and sound bites (with FX and EQ filtering) to create a very atmospheric track.

I think it would work well :-)
