Actual thickness of R30 Fluffy pink in 24" Sq traps

After reading many informative posts from some very generous individuals I've decided to start treating my 15' x 11' x 9' small room, starting with 24" floor to ceiling square bass traps - 24" x 24" x 47.5" cardboard boxes filled with OW R30. I'm also making 12) 4" w/4" air gap unfaced 703 broadband absorbers at first selection points and wall to ceiling corners. But regarding the R-30.

The 24 x 48 batts spec 9.5" thick, so 5 layers ought to fill the box. I'm finding I'm lucky to get 12 - 13 actual inches in height out of 2 layers.

I'm going by the advise of "fill with fluffy pink" while avoiding compression (boxes have a shelf at the 28.5" mark.

Is it advisable to put another an additional layer in to physically fill the box or go by the actual spec of 9.5 x 5 not caring that there will be air space inside of boxes?
