I/O plugin on insert disables subsequent plugins

I’m somewhat new to the I/O plugin and trying to use it on the mix bus for some outboard processing. I believe I have it setup correctly, but as the first insert on the mix bus, it’s causing all subsequent plugins to effectively bypass. For example, putting a metering plugin after I/O it’s passing audio but not registering anything on the meters. Same for all other plugins. If I insert a plugin before I/O it works fine.

Has anyone else run into this / is this normal? I’m using the latest version of Logic (10.4.7) and a 2019 iMac running Mojave. Using a
UAD Apollo x16 and Console.

Any insights or suggestions would be much appreciated.

The I/O plugin has 2 parts - output - where the signal goes, and input - where it comes from. If you only send it out then it is gone. You need to bring something back in for there to be any signal beyond the I/O plugin
