The statement makes no sense as glass has twice the density of polycarbonate. For any given thickness, galss will provide approxiamtely 5 dB greater isolation than polycarbonate.
As far as suitabilty of 3/8", it depends on the isolation of the rest of cabinet. The two should match each other.
