Best way to build this room?

First of all, hello to everyone. I have been reading these forums for years but just signed up. I have read numerous posts and have not found anything quite specific to my needs so I decided to post.

Ok, here is my information and question(s).

I have a garage that I would like to convert into a small music studio, however I can make no physical changes to the garage itself other than I am free to construct whatever I would like within the confines of the garage.

I would like to build an 8'W x 8'H x 10'L room, that has a 3'W x 6'L vocal booth with glass window(completely sound isolated from the main room) within (the rest of the space used as a control room), inside the garage that would have to contain any sound coming from a pair of KRK Rokit 8 studio monitors and a very loud singer/rapper playing at a medium to not super high volume. It would also have to stop any noise from entering (airplanes overhead, trash trucks, passing cars...)

Of course the full enclosure itself would have a door for entry as well as another door to enter the vocal booth.

There is a 2 bedroom apartment directly above the garage and another residence approx. 30 feet in front of the garage door that cannot be disturbed whatsoever by any sound(bass or otherwise) generated within the confines of this studio (along with the next door neighbors of course).

The vocal booth and control room must have active ventilation as well.

1. What would be the best way to isolate the entire unit off construction wise?

2. What would be the best way to isolate the vocal booth from the control room in the same manner?

3. Will having 2/3" rise egg-crate type foam covering the entire interior(minus the floor, will use carpet) help with the isolation? Will using same help or hinder in the sound from the monitors in the control room? Will using same help or hinder in the vocal booth?

4. Will a wall made of 2" x 4" stud frame with the outside covered in 3/4" drywall on top of 3/4" plywood/particle board and inside covered by same plus the foam along with some type of insulation within the actual frame really contain the sound.

5. Should I put a 1/2" thick rubber pad underneath then set the flooring down built in the same manner as the walls?

6. I have seen alot of people state that it is better to have one decent sized room instead of splitting into booth and control room but I really need separated rooms. Will this really hurt?

My overall budget would be between $3-4k, and could increase slightly if absolutely necessary(I could always hide from the wife inside the booth after I spent the extra money as long as I cant hear her yelling at me from outside!)

Would this budget even be close to feasible? I would like to spend another $2500 on additional equipment for the studio but I definitely do not want to build what turns out to be a room sized subwoofer box that uses the door jams and ventilation ducts as sound ports and ends up being a structural failure.

Any advice or practical experience in the matter would be greatly appreciated.
