Soundproofing in the Netherlands

Hi guys, long time lurker, first time poster.

I'm building a studio for myself, which includes a band practice room, and I'm having trouble getting the right material to soundproof the ceiling. It seems really hard, close to impossible, to get resilient clips and hat channel in the Netherlands or anywhere in Europe. Has anyone in NL done this before? maybe you can help me get the supplies. Or point me in the right direction.

As an alternative I've been looking at a metal stud structure for the ceiling, either resting on the stud walls that will go in, or using resilient hangers such as the nonius hangers. However, it is hard to find good info on those. Does anybody have experience with them?

It is for a room in a basement with a concrete floor, concrete ceiling and mostly concrete walls, one brick wall. I am looking for enough soundproofing to have a band play without the people upstairs being troubled by it. Right now you can still hear mostly the oomph of the snare and the kick and bass amp coming through. I have researched most of what needs to be done, the biggest problem is getting the right materials.

Any help will be hugely appreciated.
