What room should you start with when building a studio? Control room or vocal booth?

i have a buddy thats building a studio and he thinks the vocal booth is more and important than the control room. i totally disagree with that. but maybe im wrong. what room should he start on?? and why? lemme know slutz!!

One can record vocals in the control room. One cannot mix in a vocal booth.

I don't like small VB as they give a very boxy sound. So start with the control room and get that sounding nice. People do a one room set up all the time these days.
