Is it technically correct for chord 5 to go to chord 4

I think "technically" you can move from any chord to another, what's important is whether it sounds right in the context of the song.

Basically,it depends on melody and the voicing of those chords,design the top,bottom notes of each chords to support melody then the middle notes should not move larger than the movement of melody.

The basis of nearly every blues songs is I-IV-I-V-IV-I. So yes, it's perfectly fine.

Theory, to my way of thinking, is there to help us understand why some things work and perhaps give us tools going forward for more quickly finding solutions to musical 'problems.'

I-V-IV-V is a standard progression, so yes.

The chorus of Cat Steven's WILD WORLD is built around a I-V-IV-V-IV change.

I believe you're talking about 4-voiced choral harmonization anno 1750? No, it is strictly forbidden to go from the dominant chord to the subdominant if it's not a subdominant with a third in the bass.
