fro me the most affordable is not to mic the toms. but if I must, I have a pair of EV N/D 408 and they work great

Most impressive mics on toms I've heard are as follows:

Heil PR30, SM7B, and RE20. I'll take those over 421's and SM57 almost every single time... especially, the Heil PR30. I've yet to hear a tom that didn't sound PERFECT coming through one of those - unless it just sounded horrible to begin with.

I like the beta 57's over the 604's. I use beta 57's on the rack toms and a d112 on the floor toms.
