my guess: Meterbridge/Input to a mono mixdown machine, and part time dust magnet.

well, scully was famous for it's tape recorders. if you look at the controls closely, you can tell that this is an input module for a skully reel to reel. i have an ampex 440c and it uses similar input modules mounted above the reels. so, buy it if you have a scully deck and need replacement parts or something.
