There are several out there.

Pump Audio | Welcome
Rumblefish | Sonic Branding and Music Licensing
www.matchlessmusic.net

I would just avoid any of the companies that request an up front fee to sign up. The companies I mentioned above only take a cut of the sync deals they get for you.

Here's the deal on getting music in TV and film. Most of the music supervisors that get good and consistent placements don't take unsolicited material.
But having said that, it's not impossible to get material to them if you take the right approach. 9 times out of 10, it's better to know what kind of material they're looking for for a particular project. You should spend time watching all the network shows and listen to what type of music those supervisors are using. Usually a particular show has a particular music supervisor who has a stlye that is consistent with the shows. Watch the end credits to find out who does that show. As for films, it's the same approach, find out who's supervising and what they need.
If you have any sort of track record, this will help a lot.
Also, Music Connection Magazine has a pretty comprehensive list of music supervisors in their annual guide to Film and TV. You can get the back issue online and have it mailed out.
There are some tip sheets such as New On The Charts (NOTC). There is a subscription fee. But this is completely legit and every publisher who is in the game subscribes to tip sheets.
Hope that helps!
