some specific questions: when I turn my fluorescent light off, my alarm clock radio pops with the radio on. will it fix this? I have a 60Hz hum in some amps, if I plug them in to this, will it go away? When the ac turns on, a desk lamp flickers. Will it fix this?
What does this thing do? Why would anyone buy it?

Too hard to say - it sounds like you have poor or no grounding in your dwelling: I would expect that unit could and SHOULD stop simple grounding issues, although it's speculation on my part (I'm not an electrician). It sounds as though your lights could be running off the same circuit as your AC outlets - having lights dim etc., when A/C comes off/on is showing 'load' on the circuit, and is quite normal, but the audible 'tick/pop' sounds like a non-isolated circuit?!? I had a similar problem with the deep freeze creating an audible 'pop' every time it's compressor turned off/on - as it was on the same circuit as my studio, I had an electrician wire another outlet directly feeding the freezer - problem solved.

If you had access to a multimeter, you could take a reading from your AC outlets and determine if your dwelling is grounded?

An isolation transformer is a good start to providing clean power to your room/gear - should mos.def. help.

It would be best to have an electrician chime in and/or look at your situation - you could see if the mods could post this in the "Geekslutz" forum - better help there IMO...
