Anyone notice a sound difference in cds duplicated at different companies?

Ok I realize that this sounds like a daft question and the theoretical answer is no. But ....sometimes when one get a bargain cd ......say an Old Hit compilation or something ..they sound like crap. Not loud, tinny, weak. And of course what I'm leading up to is if there's no difference why not use the cheapest guys out there?
