How do you register for the ISRC? I've read most of the RIAA thing, but I just had an independent artist situation which has left us scrambling for info (pertinent to indies). Do producer/mixers register, or is it more of a label/distribution thing with indies?

I know it's important for tracking radio play. What else is it used for?

Any information (even seemingly random info) about it is appreciated.

It's supposed to be registered by whoever owns the copyright on the master. In many cases this is the artist.
